The Climate Change Agreement (CCA) scheme incentivises energy efficiency and emissions reductions in exchange for lower Climate Change Levy rates, a tax on energy bills.

Businesses with a CCA must monitor and report their energy consumption and carbon emissions against agreed targets in 2-year reporting periods. Those new to the scheme are able to apply to join from 1 May to 31 August 2025.

ESG Executive, Jordan Croskery says,

ADS members have seen collective savings of £57.9 million since 2014 through the CCA scheme. Whether you’re new to the scheme or an existing beneficiary interested in renewing, we can advise on eligibility and the changes to the Climate Change Agreement (CCA) scheme, which has been extended for another 6 years until March 2033.

To be eligible, you must answer yes to all steps below:

Step 1: Do you have metered energy and throughput data for 2022 (Brand new sites treated separately)?

Step 2: Do you have metered processes on the ADS Sector ‘Eligible List’? Either on an EPR permit or would be if they were larger, i.e. above the permitting threshold. Also composites (which are deemed to be Energy Intensive).

Step 3: ‘Eligible’ processes above 70% for your total site energy? If not, your site needs to be sub-metered, this is non- negotiable.

Step 4: Do your CCL savings exceed the CCA costs (ADS Sector fees, Internal man hours or consultancy support)?
